ESTDEV signs contracts with twelve companies from seven countries to implement cybersecurity projects until 2030

As a result of an international procurement, the Estonian Centre for International Development (ESTDEV) has signed framework agreements with 12 new partners to implement a wide range of international cybersecurity projects over the next four years.

Contracts have been signed with companies from seven countries: Ukraine (4 companies), Estonia (3), France (1), Latvia (1), Sweden (1), Poland (1), and Romania (1). In total, 35 companies from 14 countries submitted bids. The selected companies will help ESTDEV implement civilian cybersecurity projects in Ukraine and Estonia’s partner countries in the EU’s Eastern Neighbourhood and Africa. Under the framework agreement, ESTDEV will organise mini-competitions to implement specific projects funded primarily by international donors. 

The first projects within the framework agreement will be implemented in Ukraine under the Tallinn Mechanism together with the Tallinn Mechanism Project Office in Kyiv (TMPO), the Swedish International Development Cooperation Agency (Sida), the Norwegian Agency for Development Cooperation (Norad) and other international partners. Last year, ESTDEV signed contracts with Sida (funding of €12.2 million) and Norad (funding of €2.2 million) to bolster Ukraine’s cyber resilience.

“The high level of interest in the procurement affirmed the readiness of the private sector to engage in this shared mission. The framework agreement with an international set of partners now allows ESTDEV to deliver both the Sida-supported project CURE as well as any upcoming projects quickly, securely and transparently,” said Siim Alatalu, the project manager for international cybersecurity projects at ESTDEV.

Supporting Ukraine’s cyber resilience remains a long-term priority for Estonia, and the Tallinn Mechanism enables like-minded countries to coordinate and deliver their assistance to Ukraine in a focused and effective manner. The upcoming projects’ key beneficiaries in Ukraine include the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Economy, the Ministry of Veterans Affairs, the National Health Service, and the State Migration Service. 

“This procurement gives us the opportunity, not the obligation, to order various services and products. The cybersecurity field is playing an increasingly important role in development cooperation. In 2025 alone, ESTDEV launched six cybersecurity projects with a total budget of over €12 million,” said Andres Ääremaa, ESTDEV’s programme manager for e-Governance and Cybersecurity. 

The projects that will be implemented under the framework agreement may cover a wide range of areas, including information and cybersecurity consulting services; cybersecurity software analysis, development, and applications; as well as the installation and configuration of IT and cybersecurity infrastructure components.
