ESTDEV and partners announce an international procurement for the implementation of cybersecurity projects until 2030

The Estonian Centre for International Development (ESTDEV) has published an international public procurement for cybersecurity projects to boost Ukraine’s cyber resilience over the next four years.

The first cybersecurity projects in Ukraine will be implemented together with the Tallinn Mechanism Project Office in Kyiv (TMPO), the Swedish International Development Cooperation Agency (Sida) and other international partners. 

At the end of this public procurement process, framework agreements will be signed with partners for the provision of goods and services related to cybersecurity. It enables ESTDEV to implement various cybersecurity projects over the next four years. As a concrete example, a cybersecurity project funded by Sida in Ukraine will be implemented in 2025–2027.  

The procurement is now publicly available via the Estonian Public Procurement Register (including all necessary documents, evaluation criteria, etc.) and can be found HERE. 

“This procurement gives us the opportunity, not the obligation, to order various services and products. We plan to use this opportunity to implement various cybersecurity projects, which are mainly financed by international donors. The cybersecurity field is playing an increasingly important role in development cooperation. This year alone, ESTDEV has launched six cybersecurity projects with a total budget of over €12 million,” said Andres Ääremaa, ESTDEV’s programme manager for e-Governance and Cybersecurity. 

The deadline for submitting the tenders is December 16, 2025. The tenders can only be submitted through the Estonian Public Procurement Register. In order to submit your tender, sign-in with a digital ID is required. 

The procurement consists of three parts, and the total estimated cost is up to €27 million over the course of four years. 

The framework contracts will also be divided into three parts; bidders may submit tenders for one, two or all three, if desired:   

  • Part 1: Information and cybersecurity consulting services (estimated cost up to €5 million) 
  • Part 2: Information and cybersecurity software analysis, development and applications (estimated cost up to €9 million) 
  • Part 3: Various IT and cybersecurity infrastructure components, installation and configuration (estimated cost up to €13 million) 

A framework agreement will be signed with up to 7 successful bidders in parts 1-2 of the procurement, and with an unspecified number of bidders in part 3. Under the framework agreement, mini-competitions will be organised for the implementation of specific projects, which may have additional and more specific conditions. Bidders should take into account the need to involve local partners from the target countries during project implementation.

The procurement is open to companies from the following countries:   

  • Member States of the European Union   
  • Albania, Armenia, Australia, Bosnia and Herzegovina, Canada, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Iceland, Israel, Japan, Republic of Korea, Kosovo, Liechtenstein, Moldova, Montenegro, New Zealand, Nicaragua, North Macedonia, Norway, Panama, Peru, Serbia, Switzerland, Taiwan, Ukraine, USA, United Kingdom

The procurement’s budget for the first activities in Ukraine is funded by the Swedish International Development Cooperation Agency (Sida) within the framework of the Tallinn Mechanism to support Ukraine’s civilian cyber resilience.
