The Swedish International Development Cooperation Agency (Sida) is committing €12.2 million to boost Ukraine’s civilian cyber resilience within the framework of the Tallinn Mechanism, with activities being implemented by the Estonian Centre for International Development (ESTDEV). 

In 2024, Ukraine was subjected to over 4,315 cyberattacks, an average of 12 per day, mainly from Russia, and many of them critical. These attacks on civilian infrastructure threaten the state’s ability to function and provide basic services to its citizens. 

In response, Sida is providing €12.2 million (SEK 135 million) and partnering with ESTDEV to enhance Ukraine’s civilian cybersecurity. Estonia, a global leader in cybersecurity, brings extensive experience in defending public authorities and essential services against large-scale cyberattacks. ESTDEV works closely with experts in digitalisation and cybersecurity and has a proven track record of successfully implementing cybersecurity projects in Ukraine.

Project objectives

The primary objective of this project is to strengthen the cybersecurity infrastructure and operational resilience of selected Ukraine’s governmental institutions.

Given Ukraine’s urgent need for enhanced cybersecurity resilience, ESTDEV’s role is not only to facilitate technical implementation but also to ensure that the Tallinn Mechanism’s cyber capacity-building efforts are strategic, scalable, and sustainable. As the implementing partner, ESTDEV translates Estonian and international cybersecurity expertise into concrete, impactful measures that strengthen Ukraine’s governmental cybersecurity capabilities and bolster overall digital resilience in the face of ongoing cyber threats.

Actions and results

  1. Secure and resilient cybersecurity infrastructure established for selected critical Ukrainian government institutions.
  2. Improved institutional cybersecurity governance and capacity to manage threats in selected Ukrainian government institutions.
  3. Increased compliance with international cybersecurity standards.

The direct beneficiaries of this initiative are key Ukrainian government institutions, including:

  • Secretariat of the Cabinet of Ministers and Government Contact Centre (SCMU)
  • Ministry of Economy of Ukraine
  • Ministry of Veterans Affairs
  • National Health Service of Ukraine

The indirect beneficiaries of this initiative are cybersecurity professionals across government institutions and Ukrainian citizens relying on secure digital services.
