Tallinn Mechanism officially launches public platform to strengthen cooperation with the private sector

The Tallinn Mechanism, an international initiative strengthening Ukraine's civilian cyber capacity, has officially launched its online public platform. The platform was developed with the financial support of ESTDEV.

The Tallinn Mechanism Platform is designed to be a trusted source of information and primary point of contact for activities implemented under the Tallinn Mechanism. It provides clear, up-to-date information, shares success stories and offers practical content focused on cooperation opportunities, particularly for the private sector. Companies will be able to use the platform to explore current tenders, procurements and cooperation opportunities for Tallinn Mechanism projects. 

The platform was developed by the Tallinn Mechanism Project Office (TMPO) team with financial support from the Estonian Centre for International Development (ESTDEV). The Ministry of Digital Transformation of Ukraine initiated the platform’s development. 

“The Tallinn Mechanism is about delivering a real deterrence to the aggressor in cyberspace. Cooperation with the private sector allows us to tap into the world’s best expertise and scale digital solutions much faster,” said Vitalii Balashov, Deputy Minister of Digital Transformation for Cybersecurity and Cloud Technologies.

"We are grateful to our Estonian partners for their steadfast support for Ukraine, their active participation in the Tallinn Mechanism and their contribution to strengthening the initiative's capacities,” said Anton Demokhin, Ukraine’s deputy foreign minister and chief digital transformation officer. “The launch of the online platform will broaden the set of tools available for building cooperation within the Mechanism and, we are confident, will help deepen practical engagement in the public-private partnership format aimed at enhancing Ukraine's cyber resilience and strengthening civilian cyber defence."  

The Tallinn Mechanism unites 14 countries in coordinating their support to strengthen Ukraine's civilian cyber defence and resilience. The EU, NATO and the World Bank participate as official observers. The platform will serve as an online resource to help potential partners and others in the international community better understand the Tallinn Mechanism and encourage engagement with its activities. 

"In today's environment, cyber resilience is impossible without the active participation of the private sector. The launch of the Tallinn Mechanism Platform creates additional opportunities to involve business and international expertise in projects that strengthen Ukraine's civil cyber capabilities and promote the development of international public-private partnerships," said Valery Churkin, coordinator for digitalisation, AI and cybersecurity at the Office of the National Security and Defense Council of Ukraine. 

By registering on the platform, cybersecurity companies from around the world can access a range of benefits, including: 

  1. Increased visibility among donors and partners within the Tallinn Mechanism

  2. Early access to relevant cybersecurity opportunities and updates

  3. Participation in a verified, trusted ecosystem focused on strengthening Ukraine's cyber resilience 

  4. Opportunities to identify potential partners and collaborate on joint bids and consortia for Tallinn Mechanism tenders 

The platform is expected to strengthen cooperation with the private sector, support business networking in cybersecurity and foster international public-private partnerships. These goals align with the key Lines of Effort (LoE) of the Tallinn Mechanism. In practice, this means closer collaboration between the public and private sectors and a focus on the long-term sustainability of Ukraine's civil cybersecurity capacity. 

"The Tallinn Mechanism is a good example of how effective donor coordination should work. It is a very concrete, transparent way to help Ukraine in an area extremely important to the country. Donors can also be confident in the relevance of the projects and avoid duplication, as the projects included have already been selected and prepared by the Ukrainian side," said Toomas Tirs, ESTDEV's representative in Ukraine. 

Estonia has contributed at least €500,000 every year to the Tallinn Mechanism's budget since it launched in 2023. Estonia has also organised five cyber exercises in Ukraine since December 2024, training more than 570 Ukrainian cyber experts. Six more exercises have already been planned for 2026. 

The Tallinn Mechanism Project Office (TMPO), based in Kyiv, coordinates the implementation of activities and supports collaboration between Ukrainian institutions and international partners. The Ministry of Digital Transformation of Ukraine initiated the TMPO’s establishment and ESTDEV funded it. The TMPO works closely with Ukraine’s Tallinn Mechanism partners, especially the State Service of Special Communications and Information Protection (SSSCIP), the Ministry of Foreign Affairs, the Security Service of Ukraine, and the National Cybersecurity Coordination Center (NCSCC) at the National Security and Defense Council (NSDC) of Ukraine.
