GovStack Chief Technology Officer (CTO)

Start of Employment: ASAP
Duration of Employment: The position is for one year, with the possibility of extension.

Location: Tallinn/Estonia with the possibility of assignments to other countries

GovStack was founded by Estonia, Germany, ITU and DIAL in 2020. The initiative supports countries and organizations with building cost-effective and efficient digital public services that are easy to scale, so that citizens can seamlessly access health records, manage identity documents, make digital payments, and utilise other government services. The GovStack approach is based on the SDG Digital Investment Framework and promotes the use of interoperable, generic, and reusable “building blocks” to digitalize any service. By offering governments and institutions essential tools and guidance for digital services design and implementation that are based on international best practices, GovStack makes it easier, faster, and more reliable for national, municipal, or local stakeholders to implement digital government services.  

Since its foundation, GovStack has engaged with more than 20 countries in different regions of the world and has mobilized a community of more than 260 experts and specialists to contribute to development of reliable, secure, and effective digital services.  

CTO Responsibilities

  • Providing technical guidance and vision for GovStack for the next 2 years, including alignment with the wider vision for the GovStack platform 

  • Incorporating and prioritising feedback while maintaining high-level technical roadmap  

  • Maintaining of both strategic and operational ownership of GovStack’s technical approach, including internal architectural work and delivery management within the team, working on the specifications  

  • Definition of key principles and rules for Building Block specs development, including overview and coordination of the related Working Groups  

  • Coordination of the release cadence, schedule and process for releasing new versions of GovStack, including planning, coordinating, and ensuring that updates, features, and fixes are delivered regularly and on time  

  • Suggesting new Building Blocks and onboarding new members if required  

  • Represent GovStack in technically oriented events, presentations and panels  

  • Fostering a culture of innovation, collaboration and continuous improvement  

Required skills and competencies

  • Combine strategic thinking with a deep technical state-of-the-art knowledge of the digital government architecture and relevant technology trends 

  • Proven experience in strategic technical leadership  

  • Ability to manage and grow technical teams on an international scale   

  • Socially compatible: autonomous, rigorous, creative, open-minded   

  • High communication skills and the ability to work effectively in a team   

  • Focus on a user-centric approach 

  • Understanding of the wider context of international development aid cooperation. Working with international partners or international business development experience
