Hange - Evidence-driven Capacity Building on the Climate Data Ecosystem in South Africa
The Estonian Centre for International Development (ESTDEV) is pleased to invite you to submit a quotation in response to the attached Request for Quotation (RFQ) entitled: “Evidence-driven Capacity Building on the Climate Data Ecosystem in South Africa.”
The objective of this assignment is to strengthen evidence-based climate decision-making in South Africa by improving the understanding, governance and use of climate data across public, private, academic and civil society stakeholders. The activity aims to support interoperability, digital transformation and effective climate action through a combination of analytical groundwork and applied capacity building.
The assignment will be implemented in two interlinked phases. The first phase focuses on a scoping and mapping exercise to generate an evidence-based overview of South Africa’s climate data ecosystem, including key actors, datasets, governance arrangements, data flows, legal and regulatory considerations, and existing gaps and opportunities. This analytical phase will directly inform the second phase, which consists of a 2-day in-person training and use case conceptualisation workshop for approximately 40 multi-stakeholder participants. The training will present the findings of the scoping phase, strengthen shared understanding of the climate data landscape, and facilitate collaborative development of priority, value-adding climate data use cases with clear implementation pathways and anticipated socio-economic benefits.
The assignment will be implemented in close coordination with ESTDEV, GIZ and relevant national partners and is part of the broader Data Governance in Africa Initiative.
The proposed training dates are 10–11 March 2026, with a tentative contract duration from 02 February to 19 March 2026.
