In the framework of the program, Ukrainian civil servants will receive training and practical knowledge in the fields of European integration, development of cross-border cooperation, digitalization of public services, and combating cyber threats arising during information security and hybrid warfare. Participants will be given an overview of policy-making and processes in the EU. They get acquainted with practical examples and techniques related to EU negotiations and gain knowledge about the EU and its sectoral problems.

Project objectives

The aim of the project is to train Ukrainian civil servants in the fields of European integration, development of cross-border cooperation, digitisation of public services, information security and countering cyber threats in the context of hybrid warfare.

Actions and results

In the first semester, the project preparations and negotiations between the parties took place, the preliminary curriculum, program and budget were drawn up. In the second half of the year, the first activities took place for all three target groups indicated as beneficiaries in the project. Of these, one seminar was held in Baku and two were held in Kyiv. Within the framework of the UKRAINE EUROPEAN WAY project, several hundred senior officials and diplomats of Ukraine will be able to improve their knowledge of the European Union within two years. In order to implement the project, a memorandum of understanding was signed by ESTDEV, the Swedish Institute (SI), the Hennadii Udovenko Diplomatic Academy (DAU) under the Ministry of Foreign Affairs of Ukraine, the Estonian Diplomatic School (ESD) and the Stockholm School of Economics in Riga (SSE-Riga), with the aim of growing the skills of Ukrainian diplomats and senior officials' knowledge of the European Union.
