Estonian prefab renovation model to be tested in Ukraine as possible solution to accelerating reconstruction
ESTDEV, the City of Zhytomyr and Zhytomyr Polytechnic State University signed a memorandum of cooperation to pilot a dormitory renovation using prefabricated building elements.
The project will allow Ukraine to test Estonian technology and energy-efficient façade solutions and assess whether they are suitable to Ukrainian conditions. The central objective is to implement an Estonian-developed, prefab renovation solution and turn it into a replicable, scalable model for renovating thousands of other buildings across Ukraine. The experience and knowledge gained during the pilot project will inform the planning and implementation of subsequent reconstruction projects.
"Rebuilding Ukraine will mean restoring and renovating millions of square metres of buildings in the coming years. The question is not only how to rebuild buildings damaged by the war, but also how to make them modern and energy-efficient," said ESTDEV’s executive director, Andrea Kivi.
What does prefabricated renovation mean?
According to Tarmo Needo, ESTDEV’s head of Infrastructure Development, prefabricated renovation involves preparing a large proportion of the elements needed for renovation in advance, instead of doing all the work on the building site.
"In the solution developed in Estonia, the building's exterior wall elements are manufactured in a factory. Insulation, windows and the necessary technical solutions can already be integrated into the elements during the manufacturing process. The elements are then transported to the construction site and installed onto the existing building," said Needo. "This approach helps reduce the amount of work carried out on the construction site and makes the process faster and easier to control. It also makes it possible to plan a building's energy efficiency as a whole, rather than carrying out renovation as a series of separate works."
This is also important in the context of Ukraine's integration with the European Union, as Ukraine must gradually align its construction and energy-use practices with European standards and objectives. Reducing energy consumption in buildings is one of the key tasks in this process.
"Renovating buildings using prefabricated panels makes it possible to accelerate Ukraine's reconstruction without compromising the quality of renovation," said TalTech professor and project coordinator Targo Kalamees when describing Estonia's prefab renovation model.
Zhytomyr could mark the beginning of a larger transformation
The project will gather experience on how prefabricated renovations can be carried out in Ukraine. If the pilot project proves successful, the experience gained can be applied to subsequent projects.
"This makes the Zhytomyr dormitory something of a testing ground: it will provide a practical demonstration of what renovation in Ukraine could look like in the future," said Kivi. "There are also plans to establish a showroom for prefabricated reconstruction in the dormitory, which will make it possible in the future to showcase the solutions used to Ukrainian partners, construction and education professionals, and other interested parties."
The project brings together educational and research institutions from Estonia and Ukraine.
TalTech will contribute its research and technological expertise and help transfer Estonia's knowledge of prefab renovation to Ukraine. Zhytomyr Polytechnic University, in turn, can serve as a centre of local expertise and knowledge. The project also aims to develop engineering education and create the conditions for closer collaboration between TalTech and Zhytomyr Polytechnic University.
The project therefore has two dimensions: a specific building will be reconstructed, and knowledge and skills will be developed that can be applied much more broadly across Ukraine.
Work will commence in 2026. The building is scheduled to be fully complete and put into use at the beginning of 2028.
