The project addresses the urgent need to improve service delivery for demobilized veterans at the municipal level in Ukraine. As the number of demobilized veterans continues to increase, municipalities are playing a crucial role in providing essential services alongside state-level support. These services, which include rehabilitation, social assistance, and education, are funded either by municipal budgets or local businesses. However, in most municipalities, there is no unified technical solution for managing applications and grants, leading to inefficiencies in service provision.

Project objectives

This project aims to enhance the accessibility, efficiency, and transparency of municipal services for demobilized veterans in Ukraine through digitalization.

Actions and results

The key activities of the project include: 

  • Analysis and development of the first set (up to three) of municipal digital services for demobilized veterans. 
  • Improvement of access and efficiency to local services by creating the possibility to apply through digital channels. 
  • Integration with governmental demobilized veterans register and enabling data and documents sharing with other government agencies. 
  • Drafting of recommendations for necessary legislative changes. 
  • Training and capacity building of officials of selected municipalities. 
  • Creation of promotional materials to inform the demobilized veterans about the services. 
  • Organization of final project event to present results and future steps.
