Baltic Coalition 2026: cooperation to strengthen the unity of the Belarusian diaspora, to counter hybrid threats and to support Belarus’s European choice
Project objectives
The project is aimed at strengthening the resilience and long-term operational capacity of the coalition of democratically minded Belarusian organizations operating in Estonia (“Zhurtavanne”) and developing its cross-border ties in the Baltic region and the EU at large, as well as shaping sustainable cooperation mechanisms within the diaspora.
In line with the foreign and security policy priorities of the Republic of Estonia towards Belarus and the objectives of the European Union, the project will help to counter authoritarian influence, hybrid threats and the destructive impact of the Russian and Belarusian regimes on the security situation in Estonia and the Baltic region by strengthening resilience and societal security through civic platforms, independent media and integration initiatives.
Actions and results
The project will strengthen the coalition’s institutional resilience and ability to coordinate joint initiatives, maintain contact with Belarusian society in a situation where civil society has no space to operate in Belarus, and at the same time support the integration of migrants forced to leave Belarus into Estonian society.
The project will ensure sustainable cross-border cooperation between Belarusian democratic organizations in the region, amplify independent narratives for Belarusian and diaspora audiences, and improve the quality of data and tools for dialogue with Estonian society and state institutions.
