Estonian higher education institutions and hospitals have been contributing to the development of the Ukrainian healthcare system for many years, including in the areas of rehabilitation, occupational therapy, mental health and continuing education. In 2025, a situation mapping, partner selection and needs analysis were carried out together with various healthcare and higher education specialists, resulting in a list of activities and areas requiring development. One such area is the development of the occupational therapy curriculum. The project is a logical continuation of previous cooperation and part of a longer-term strategic partnership between Estonia, Ukraine and international organizations, with the aim of supporting the reforms of the Ukrainian healthcare and education system and integration with the EU.

Project objectives

The project aims to strengthen the Ukrainian healthcare system and educational base by creating a bachelor's level curriculum for occupational therapists that meets European Union and international standards and Ukrainian national priorities, and to conduct a training program for Ukrainian university lecturers to implement it.

Actions and results

The project includes a preparatory analysis, the development of a Bachelor-level occupational therapy curriculum aligned with EU, WFOT, and Ukrainian requirements, and the design and delivery of a training programme to support its implementation. As a result, Ukraine’s capacity to train modern, well-qualified occupational therapists in priority healthcare fields will be strengthened.
