Building capacity for educational governance in Armenia 2025 - 2026

This is a follow-up project to support education in Armenia. In the framework of the previous project, Estonian education experts from the Academy of Educational Leadership of Tallinn University visited Armenia in December 2024 to get an overview of the situation and challenges of the Armenian education system. The following main challenges emerged:

  • Low professionalism of teachers and shortage of teachers;
  • The lack of professionalism and professionalism of teachers and school leaders;
  • Unclear national priorities.

In order to address these challenges, Tallinn University developed a training programme for school leaders and school teams in Armenia, based on the School of the Future methodology. The training programme has been coordinated and approved by the Armenian local partner NCEDI (National Center for Education Development and Innovation Foundation).

Project objectives

The aim of the project is to support the effective implementation of the Armenian National Education Strategy 2025 - 2026 by improving the quality of leadership at all levels through two development programmes: 1) the School Leaders Development Programme and 2) the School Teams Development Programme based on the School of the Future methodology.

Actions and results

Results:

  • At least 20 Armenian school leaders have completed the School Leaders Development Programme. At least 20 school principals have received at least 20 school leadership development programmes. Their leadership skills have been strengthened and their readiness to implement learner-centred and modern leadership practices has increased. 
  • At least 30 participants from five Armenian schools (teachers and school leaders) have completed the school team development programme. Participants' knowledge and skills in evidence-based change management and shared management have improved.
