International Seminar on Media Freedom - The Rise of Foreign Information Manipulation in the Era of Digital Media: Cases from Estonia and Kenya

The international seminar brings together experts from Kenya and Estonia to collaboratively explore how to enhance media freedom and society's resilience to foreign information manipulation in the digital media era. Through case studies, the seminar will assess the effectiveness of practices in both countries in addressing this challenge. Practical exercises will help participants learn to recognize and respond to such manipulation and interference.

The seminar addresses the following questions:

  • Where is the line between freedom of speech and foreign information influence?
  • How to identify foreign information influence?
  • How is social media and AI used for information influence?
  • Four stages of crisis – event or provocation, escalation, impact and acute crisis – and corresponding exit strategies
  • How to react and not to react to foreign information influence? How to pick the right strategy: strategic silence, exposing, countering or promoting alternative narratives?
  • Short-term and long-term effects of information influence: how to find an exit strategy?
