ESTDEV announces framework procurement for education projects
The Estonian Centre for International Development (ESTDEV) has announced a framework procurement seeking partners to implement education and skills development projects in partner countries.
The procurement aims to conclude a framework agreement for up to four years with partners who are able to provide services related to the development of education systems, empowerment of people and organisations, learning and skills development, and digital and innovative education solutions.
The framework procurement provides a flexible opportunity to implement several projects with different donors, tailored to the needs of the target countries. A large part of the procurement budget will be comprised of external funding raised by ESTDEV.
"ESTDEV's education development cooperation portfolio has grown nearly fourfold in the last two years and will continue to grow in the coming years. Therefore, we are purposefully expanding our partner network to include organisations with different backgrounds and competencies. The framework agreement allows us to bring together international expertise and Estonian experience and apply them in a wide variety of education projects, from systemic reforms to teacher training and digital solutions," said Kristi Kulu, ESTDEV's programme manager for Education.
Education projects will primarily be implemented in Estonian development cooperation priority countries in the European Union's Eastern Neighbourhood and in Africa.
The procurement is divided into four lots:
LOT 1 – Development of education systems, institutions, quality and sustainability
(expected volume up to €2,000,000)
LOT 2 – Empowerment of people and organisations
(expected volume up to €3,000,000)
LOT 3 – Development of learning and skills
(expected volume up to €6,000,000)
LOT 4 – Digital and innovative educational solutions
(expected volume up to €5,000,000)
A single tenderer may submit a tender for one or more lots of the procurement. The contracting authority does not set a limit on the number of partners in the framework agreement.
A framework agreement will be concluded with the successful tenderers, under which mini competitions will be organised for specific projects over the next four years. Mini competitions may be subject to additional conditions, including accessibility, inclusion, environmental and sustainability requirements. The need to involve local partners in the target countries must also be taken into account.
