In the process of decentralisation, the vocational education institutions located in the administrative territory of the city of Zhytomyr will be transferred to the ownership of the city by the state. There are 5 vocational schools in the city, where the choice of specialties is limited and duplicated. The material-technical base is largely inadequate (e.g. in technical and IT fields). The development of vocational education institutions is lagging behind. In view of the growing administrative and overall costs of running vocational training establishments, the municipality wishes to carry out a substantive analysis of the network of vocational training establishments and to plan its development, in particular in the light of the city's development strategy. The quality of the organization and delivery of VET education plays an important role in this context. The first step in ensuring quality, i.e. supporting evidence-based development, is internal evaluation. The reports on the internal evaluation of VET institutions in the city of Zhytomyr are an important input for the optimal functioning of the VET network in the city and the oblast. Internal evaluation also allows for evidence-based planning and implementation of school development.

Project objectives

Supporting the reform of vocational education in the city of Zhytomyr, preparing proposals for the optimal functioning of the vocational education network, raising awareness in the field of management of vocational education institutions.

Actions and results

Activities:

Mapping of the development needs and opportunities of the network of vocational education institutions in the city of Zhytomyr. Development of a work plan for quality improvement in vocational education institutions.
Organization of an experience seminar "Vocational education in Ukraine today" for education officials.
Organizing a study visits to Estonia for Ukrainian delegations.
Advising on the preparation of an analysis of the vocational education network in the city of Zhytomyr, including support with advising on the preparation of the vocational education section of the city's development plan in the field of education.
Organizing an experience seminar "Vocational education institutions as a competence centre" for representatives of vocational education institutions.
Supporting the preparation of a report on the internal evaluation of the city's VET institutions.

Results:

The Municipality of Zhytomyr has been advised by ESTDEV in the preparation of the vocational education part of the city's development plan in the field of education. The Municipality of Žõtomõri has a vision and main lines of action for the development of the VET network.
The development of vocational education and training institutions is supported by evidence-based support. An internal evaluation process has been carried out in the city's VET institutions and internal evaluation reports have been produced as a result.
