The project will support the implementation of the UA National Fiscal Strategy 2030 - sharing best practices to ensure stable tax collection and debt recovery, reducing the shadow economy. Knowledge sharing will take the form of workshops for senior management, middle managers and content department experts (7 workshops on strategic management, tax compliance, service development, debt management, data management planned to be conducted over the period for 140 SRS staff. The target group will vary according to the topic) and mentoring (2 senior and 2 middle managers are planned to participate in the mentoring). It is planned to provide training for 50 SRS staff. The workshops, mentoring and training will be conducted in Estonia v Kiev or virtually, as appropriate. In addition, project management meetings will be organised in Kiev. The indirect beneficiaries of the project will be the whole organisation (about 23 000 people), as the training will improve the efficiency and management capacity of the SRS.

Project objectives

The aim of the project is to support the digitalisation of the tax administration of the UA Tax Service (SRS), to increase voluntary tax compliance and to develop skills to combat tax fraud through the sharing of best practices, experience and knowledge, thereby supporting Ukraine's accession to the European Union. 

Actions and results

Result 1:

  • The Estonian Tax and Customs Board (EMTA) will showcase the Agency's strategic management experience and best practices, including performance measurement and the digital transformation journey; 
  • The EMTA and the SRS will work together to improve good governance in the field of taxation, in line with the good governance principles adopted by EU Member States, i.e. the recognition and respect of the principles of transparency, exchange of information and fair tax competition. The management of the Ukrainian Tax Administration will gain insight into the MTA's experience in vision and strategy setting, capacity building, change management and performance measurement; 
  • SRS officials have been introduced to the main elements of the digital transformation of tax administration and best practices of the EMTA;
  • An SRS officer has participated in a mentoring programme.

Result 2:

  • The EMTA will introduce best practices to increase voluntary tax compliance: e-service management, quality management;
  • EMTA and SRS will also improve and strengthen cooperation in improving and developing tax administration in Ukraine, including ensuring efficient tax collection and control capacity.
  • SRS officials have been introduced to EMTA specific know-how, technical and administrative experience and best practices. The study tour will allow participants to experience how the work is organised in practical and physical terms.
