The project has three distinct strands of work aimed at enhancing the SES's capacity to deliver change in the following areas, within the framework of Knowledge Governance:
1) Strategic Leadership and Human Resources Management.
2) Management of IS developments and business portals
3) Jobseekers' and employers' advice and services for people with reduced work capacity and work capacity assessment.


In total, the project foresees 17 contact seminars/training days, including 14 in Kyiv and 3 in Tallinn. 3 days will be dedicated to web-based pre-seminars-info-lessons. The Estonian Unemployment Insurance Fund will involve a total of about 20 different staff members from its own organization as experts in the project. In addition, external experts will be involved. From SES, the managers of the central office in Kyiv and the responsible staff in the field will participate.

Project objectives

In line with the needs of Ukraine's employment service, the overall objective of this project is to support Ukraine, as a precondition for its accession to the European Union, in reforming its employment service to provide modern and effective support to both jobseeker and employer clients.

Actions and results

The project introduces the best practices of the Estonian Unemployment Insurance Fund through various seminars, active learning methods and co-creation activities, and advises the Ukrainian National Employment Service on how to adapt them. The training will provide inputs for sectoral changes based on SES needs.

  • SES staff have acquired new knowledge and skills to apply new approaches to strategic management and HR strategy development. 
  • SES employees have acquired new knowledge and skills in the management and development of information systems and business processes, risk management and compliance with European data protection requirements (GDPR). 
  • SES staff have acquired new knowledge and skills in jobseeker-oriented counselling of jobseekers, the design and organization of services for people with reduced work capacity, both for the individual and the employer, and the methodology and organization of work capacity assessments.
