This project aims aims to enhance the resilience and anticipatory capacity of Uganda’s public health system. Uganda continues to face recurrent outbreaks of infectious diseases, including malaria, cholera, and Ebola, which place sustained pressure on health services and disrupt socio-economic stability. Although disease surveillance has been digitised through the IDSR and eIDSR platforms, the system remains largely reactive, with limited capacity to anticipate outbreaks before widespread transmission.

Project objectives

The project combines scenario planning and predictive analytics to support a shift towards proactive preparedness and evidence-based decision-making.

Actions and results

Scenario planning will be used to explore plausible outbreak trajectories under varying climatic, demographic, and health-system capacity conditions, helping decision-makers identify vulnerabilities, response thresholds, and priority interventions in advance. Building on these scenarios, predictive analytics will integrate routine surveillance data with environmental, climate, and population indicators to generate early-warning signals for disease outbreaks.
