Corruption at the local government (LG) level remains a serious challenge in Armenia, as indicated by national statistical indicators. According to the Prosecutor General’s Office of Armenia, 31 LG officials were prosecuted for corruption crimes in criminal cases investigated by the Anti-Corruption Committee. This figure is the second highest after the police and defense sectors, confirming that the situation at the local level has not significantly improved compared to previous years. In addition, the Corruption Prevention Commission (CPC) has brought six community leaders to administrative responsibility in the period 2024-2025 for undeclaring conflicts of interest in public procurement. These developments highlight the urgent need to strengthen LG integrity systems and prevention mechanisms.

Project objectives

The project aims to support Armenian local governments (LGs) in establishing integrity systems by applying Estonian experience in corruption risk assessment.

Actions and results

Key activities include methodology development, expert training, and piloting the model in selected communities. The project will result in enhanced LG capacity to prevent corruption and improved governance transparency.
