Moldova faces a number of challenges, including the adoption of EU legislation and standards, the strengthening of institutional capacity and the implementation of reforms. It is therefore particularly important that the state administration is well prepared to successfully manage the negotiation process, adapt domestic legislation to EU requirements and implement the necessary reforms. This requires enhancing the awareness of officials about EU policies, legal systems and best practices, which are necessary for a smooth accession process.

Project objectives

The goal of the project is to increase the capacity of the Office of European Integration (OEI) of the Moldovan State Chancellery and Deputy Prime Minister’s by training Moldovan officials who are involved in EU-accession negotiations and are responsible for Moldova’s internal EU-integration process.

Actions and results

The project will bring leading Estonian experts to Moldova, who will train specially formed groups of civil servants (125 people in total). The training volume is 200 hours.

During the process, the OEI's institutional capacity and readiness to develop and sustainably implement new EU-oriented training programs in the future will improve.

Expected result:

  • The OEI will increase the professional capacity of civil servants in implementing reforms and EU-oriented integration in Moldova, support accession negotiations;
  • The OEI will develop and ensure a sustainable digital training system for civil servants in the future, so that they can contribute to demanding EU issues.
