The idea for the project was born last year during the visit of the Uganda Digital Education Expert Group, where both NGO Mondo and Tallinn University representatives participated. Tallinn University has been involved in various cooperation activities with African higher education institutions and has ambitions to expand academic cooperation in Uganda.  

Tallinn University's main areas of cooperation in Africa have been school-based digital innovation, including research on digital literacy development for teachers and students, pedagogical innovation and change management.  

In addition to Tallinn University, the project consortium includes Kyambogo University in Uganda and the NGO Mondo, which has years of experience in developing digital literacy in Uganda.

Project objectives

The project aims to support the digital transformation agenda ofTVET (technical-vocational education and training) systems in Uganda.

The project is expected to result in: 

  1. produce a framework for mapping national TVET, and ICT policies, learning theories, teaching methods and Institutional syllabuses; 
  1. document the digital maturity shortcomings and solutions of/for the TVETinstitutions and develop an institutional digital agenda/strategy for ICT in TVET;
  1. produce a report on digital literacy and using digital technologies in pedagogy; 
  1. enhance the digital competencies of beneficiaries to become institutional innovation leads and change agents.

To achieve the outlined expectations, the project leads will build a mutually working consortium to assess the digital cultures of the TVET institutions and use the outcomes to develop further that will address the digital competence and pedagogical innovation needs of the TVET institutions in Uganda. 

Actions and results

The project will carry out activities along different lines:

  • Organise a curriculum adaptation to link course content, learning theories, teaching methods and digital tools.
  • Create an institutional digital transformation roadmap.
  • Develop teachers' professional digital literacy.
  • Train teachers/teachers or pedagogically innovative delivery of learning using digital tools and resources.
