The Ukrainian vocational education sector has undergone several reforms and changes in recent years with the aim of making the sector more efficient and ensuring that vocational training meets the needs and expectations of the labor market. The “Modern vocational education and training” reform began in 2019, when a concept for implementing the reform was adopted. The concept highlights, among other things, outdated (learning) materials and equipment of institutions and the mismatch between the content and teaching methodology of vocational education and the needs of the modern labor market and workforce as problems in the field of vocational education.

As a solution, the concept highlights the modernization of the educational environment to help ensure innovation, access to education and transparency of education, as well as the flexibility and transparency of educational processes. It is the systematic, sustainable and purposeful integration of digital solutions into vocational education that supports the achievement of the goals outlined in the concept.

Project objectives

The project aims to support Ukrainian vocational education institutions in providing high-quality and modern education, promoting the systematic and sustainable development of vocational education both at the management levels of the institutions and through the digital skills of teachers. This follow-up project supports the development of the Ukrainian vocational education system through supporting 6 vocational education institutions - management development programs, training educational technologists in each institution, and increasing the digital skills of teachers.

Actions and results

As a result of the project, 6 Ukrainian vocational education centers have undergone a comprehensive development program, their change management capabilities, systematic and pervasive use of digital solutions, implementation of an inclusive school culture, project writing and management skills, and crisis management capabilities have improved.

Also as a result of the project, 6 educational technologists have also been trained and assigned to professional work in vocational education institutions, whose role is to support the integration of various digital solutions into teaching and administrative programs. In addition, the digital competencies of 300 teachers are being developed. This multifaceted approach helps ensure the ability of vocational education institutions to provide high-quality, modern, and labor market-relevant education.
