2-Day Training Workshop on Data Governance, Interoperability, and Secure Data Exchange in Nigeria

The Estonian Centre for International Development (ESTDEV) seeks a qualified service provider to design and deliver a 2-day in-person training in Abuja, Nigeria focused on data governance, interoperability, and secure data exchange in line with the GovStack framework and the Information Mediator Building Block (IM BB).
The training aims to enhance the technical and institutional readiness of Nigerian stakeholders for the planned X-Road implementation, strengthening their understanding of data governance, data quality, interoperability principles, and federated architecture models. The selected provider will be responsible for developing contextualized training materials and facilitating interactive sessions for policymakers and technical experts

Nigeria is taking important steps toward strengthening its digital public infrastructure and enabling data-driven governance. To unlock the full potential of data as a strategic asset, there is a growing need to establish trusted mechanisms for data sharing, interoperability, and data value creation across institutions and sectors. 

In this context, Nigeria is preparing to adopt X-Road, a secure and standards-based data exchange layer that serves as a reference implementation of the GovStack Information Mediator Building Block (IM BB). The upcoming implementation process requires institutional readiness, technical understanding, and coordination between policymakers and system architects. This training represents ESTDEV’s effort to enhance the capacity of African public sector stakeholders in data value creation and data sharing, ensuring that Nigeria’s future X-Road deployment is grounded in strong governance principles and aligned with international best practices.
