GovStack is looking for Digital Identity Lead
GovStack requires continued expert support for the Digital Identity Lead role to provide strategic and technical leadership for its digital identity and related building blocks (Identity, Wallet, Consent, eSignature and Registries).
GovStack is a global, multi-stakeholder initiative founded by Estonia, Germany, the International Telecommunication Union (ITU), and the Digital Impact Alliance (DIAL). It supports countries in implementing digital public infrastructure through modular, reusable, and interoperable building blocks.
Scope of services
The Digital Identity Lead is responsible for:
- Defining and maintaining the architectural vision and roadmap for GovStack’s digital identity domain, including Building Blocks of identity, wallet, consent, e-signature, and registries.
- Providing architectural leadership to digital identity–related specification working groups and ensuring coherence across specifications.
- Ensuring that digital identity specifications are implementation-centric, interoperable, and aligned with emerging needs such as AI-ready and event-driven digital government.
- Coordinating closely with the GovStack CTO, Data Lead, and other domain leads to ensure alignment with GovStack’s overall technical architecture and governance.
- Supporting regional and regulatory alignment, including coordination with the GovStack eIDAS Specialist on EU and eIDAS-related validation and implementation guidance.
- Representing GovStack in technical discussions and international forums related to digital identity and digital government.
Required experience and competencies
- Advanced expertise in digital identity technologies and architectures, including authentication, identity management, digital wallets, consent, and electronic signatures.
- Strong familiarity with international digital identity standards and regulatory frameworks, including EU eIDAS.
- Proven public-sector experience designing, implementing, or advising on national or large-scale digital identity solutions.
- Demonstrated ability to lead technical working groups and drive consensus in international, multi-stakeholder environments.
- Strong communication skills and the ability to explain complex technical topics to both technical and non-technical stakeholders.
