GovStack is looking for Data Lead

GovStack requires continued expert support for the Data Lead role to provide strategic and technical leadership for its data and interoperability building blocks.

GovStack is a global, multi-stakeholder initiative founded by Estonia, Germany, the International Telecommunication Union (ITU), and the Digital Impact Alliance (DIAL). It supports countries in implementing digital public infrastructure through modular, reusable, and interoperable building blocks.

Scope of services

The Data Lead is responsible for:

  • Defining and maintaining the architectural vision and roadmap for GovStack’s data and interoperability building blocks.
  • Leading and contributing to technical specifications and working groups related to data exchange and interoperability.
  • If needed, providing expert guidance to country implementations, including advisory support, training, and technical workshops.
  • Coordinating closely with the GovStack CTO and other WG/domain leads to ensure architectural coherence across GovStack.
  • Representing GovStack in technical discussions and international forums related to digital government and interoperability.
Required experience and competencies
  • Strong expertise in data exchange, interoperability platforms, and digital government architectures.
  • Proven experience delivering or leading national-level interoperability or data-sharing solutions in the public sector.
  • Deep understanding of EU and international digital government principles and standards.
  • Ability to translate complex technical concepts for senior government officials, policy makers, and diverse stakeholder groups.
  • Demonstrated leadership in international working groups or communities of practice, with tangible deliverables.
  • Excellent communication skills and a collaborative, pragmatic working style.

  • Duration: Until 30 June 2026 (with possibility of extension)
  • Workload: Part-time / variable commitment
