Moldova strengthens cyber resilience through joint exercise with Estonia

Moldova-Estonia joint cyber exercise
Earlier this year, the Government of Estonia allocated additional funding to help develop the Moldovan government's cyber threat response capabilities. Recently, Moldovan cyber security specialists were able to hone their skills in a joint exercise.

Over 50 cyber security specialists from various Moldovan public sector institutions participated in the joint Moldova-Estonia Cyber Shield cyber exercise. It focused on developing participants’ hands-on cyber defence skills through realistic simulations of cyberattacks. 

The exercise was supported by ESTDEV and organised by the e-Governance Academy (eGA), in cooperation with Moldova's National Cybersecurity Agency (ASC) and CybExer Technologies. Over two intensive days, participants practiced how to detect, prevent and respond to complex cyber incidents affecting critical infrastructure, giving them the opportunity to improve their cooperation when responding to cyber threats. 

“Cybersecurity today is about national sovereignty. States rely on digital data; being able to detect intrusions and defend systems is crucial for IT professionals and for a country’s ability to exist independently," said Andres Ääremaa, ESTDEV’s programme manager for e-Governance and Cybersecurity. 

This exercise placed special emphasis on strengthening the practical capabilities of critical service providers alongside government institutions. The goal was to enhance participants’ ability to protect IT and operational technology (OT) systems and to improve coordination during cyber incidents. 

The exercise provided a cutting-edge learning environment where participants: 

  • Practised threat-hunting, communication and teamwork under pressure 
  • Strengthened coordination and incident response through live simulations 
  • Gained a deeper understanding of collaboration in crisis situations 

“Cyber exercises help us better understand how we work together during real incidents. They strengthen coordination between institutions, improve our technical response and build the trust needed for quick and effective cooperation. For ASC, these exercises are a practical way to turn lessons into action and to make Moldova’s digital space safer and more resilient,” said Mihai Lupascu, the director of ASC.

The results of the exercise highlighted outstanding teamwork and expertise. The MD–EE Best Team Award was granted to the e-Governance Agency team; Best Task Resolver to the National Army Cyber Incident Response Center; Best Situation Reports to the Cybersecurity Agency (ASC); and Best in Information Sharing to the Orange Moldova team.
