Joint bid by four Estonian companies wins contract to organise Ukraine Recovery Conference

Tiit Riisalo, who leads the team responsible for the event’s technical organisation, said that the conference, which will take place in Tallinn in January 2027, will be one of the largest and most complex international events ever organised in Estonia. 

"At the heart of the conference is a political summit, alongside which seven to eight major international conferences will take place in parallel. In addition, the programme includes a business exhibition, bilateral meetings and an extensive side programme," said Riisalo. 

"Organising the conference is Estonia's contribution to supporting Ukraine. Our goal is to keep international attention focused on Ukraine's recovery and to bring together partners who can contribute to it. The conference programme and technical solutions will be developed in cooperation with the Ukrainian government to ensure that the conference meets Ukraine's needs and expectations as closely as possible," he added. 

The winning companies face the challenge of organising the conference within a very short timeframe. Furthermore, they must deliver a flawless, large-scale production even though some important details may only become clear shortly before the event. "That is why, as the organiser, it is important to us that our technical partner has the necessary experience and a strong, well-functioning team capable of successfully delivering a large-scale production even under challenging conditions," said Riisalo. 

ESTDEV's event marketing procurement consisted of two parts: technical production and event marketing, for which participants could submit separate bids. By the deadline, two bids were submitted for the technical production component, and three bids for the event marketing component. In both categories, the evaluation committee selected the joint bid submitted by Amazing Productions, Jolose, Eventech and RGB Baltic as the best offer. 

As this is a framework procurement, specific orders, the scope of work and costs will be negotiated and agreed upon at different stages throughout the process. The maximum value of the procurement is €6 million, but the final cost will be determined after the substantive programme is finalised and the event's technical details are arranged. 

The Ukraine Recovery Conference will take place in Tallinn on 28–29 January 2027. It is a major global event whose format has evolved over the years. This year, the conference took place in Gdańsk, Poland; in previous years, it was held in Rome, London, Berlin and Lugano. 

The Ministry of Foreign Affairs will run the conference, with support from several other ministries and state institutions. ESTDEV is responsible for the event's technical organisation.
