Expansion of the Ovruch Kindergarten Has Begun, with Nordecon AS continuing as a general contractor of the construction

The Estonian Centre for International Development (ESTDEV) and Estonian construction group, Nordecon AS, are teaming up for the expansion of the Ovruch kindergarten.

Nordecon secured the €367,964 public tender, which encompasses the construction of concrete structures, outdoor areas, an irrigation system, and an artificial turf football field, all to take place within 140 days. 

The main contract for the kindergarten expansion was signed by Andrea Kivi, Acting Executive Director of ESTDEV, and Priit Luman, Board Member at Nordecon.

“ESTDEV organised a public tender to find a contractor, which was awarded to Nordecon AS, together with its subsidiary, Eurocon Ukraine. During the first stage of the kindergarten’s construction, both companies proved that they are able to provide high quality services and meet deadlines amidst the difficult conditions in Ukraine. I anticipate that their efforts will not abate, and that the kindergarten will be fully ready by the end of the year,” explained Tarmo Needo, Head of ESTDEV’s Infrastructure and Development Programme in Ukraine.

The Ovruch kindergarten is set to accommodate a total of 160 children once the four additional classrooms are completed.

“The Ovruch kindergarten project is an excellent example of successful  cooperation between the public and private sectors. By working together, we can offer Ukraine swift solutions that take local needs into account,” commented Priit Luman, Member of the Management Board, Nordecon.  “Nordecon has been operating in Ukraine for over 20 years, and it has changed into our local market. In today’s tense circumstances, such collaboration is important for all vested parties.”

The modules necessary to expand the kindergarten will be manufactured by Harmet OÜ, the largest manufacturer of modular structures in Estonia and winner of the associated public tender of €1.23 million. An additional tender is underway for the purchase of kindergarten furniture.

The extension of the kindergarten will be completed by the end of December 2023. In addition to construction, Estonia actively supports the training of Ovruch kindergarten staff, as well as education managers across the Zhytomyr region.

The construction of the Ovruch kindergarten has been the largest cooperation project between the public and private sectors of Estonia to date. Construction is financed by the Ministry of Foreign Affairs, with a total investment of €4.5 million, the work is managed and implemented by ESTDEV. Completion of the kindergarten is also supported by the Ministry of Foreign Affairs of Iceland, which has contributed €66,000 for the purchase of technological education tools, and the Government of Flanders, which has given €100,000 toward training kindergarten administrators and teachers in the Zhytomyr region.
