The Estonian Union of Co-Operative Housing Associations (EKÜL) has been supporting the preparations for housing reforms in Ukraine in various forms of cooperation for more than 15 years. Cooperation with Ukrainian organizations increased especially after the outbreak of the war in February 2022, when it became clear that in addition to the renewal of the housing stock, reforms must be carried out urgently, which would allow to start dealing with the infrastructure and buildings that need renovation, as well as those that have been damaged and destroyed.

In cooperation with Housing Ukraine, EKÜL regularly maps the housing problems facing Ukraine. One of the most important of these is the legislation established in the housing sector in different decades, which by now has essentially become outdated or inconsistent with new laws.

Project objectives

The TEAM 2025 project aims to support the reform of the housing sector in Ukraine by creating, for the first time, an opportunity for Estonian and Ukrainian legal experts to cooperate in the preparation of draft laws on the management of apartment buildings. The project will have a long-term impact in Ukraine, helping to improve legislation, which is a direct prerequisite for improving the living conditions of the Ukrainian population and implementing reforms related to Ukraine’s accession to the EU, including measures to increase the energy efficiency of buildings and renovate the privately owned housing stock.

Actions and results

The project focuses on a comparative analysis of legislative solutions used in the management of the apartment building stock in Estonia and Ukraine, and on the mediation of examples of draft laws and best practices in the Estonian housing sector. The project will result in proposals by the Estonian-Ukrainian expert working group for the preparation of draft laws on the management of apartment buildings in Ukraine, which will be submitted to the Ministry for Development of Ukraine and the Committee on State Power Organization, Local Self-Government, Regional Development and Urban Planning of the Verkhovna Rada of Ukraine.

Within the framework of the project, a joint working group of Estonian and Ukrainian housing law experts will be established, which will include lawyers from the Legal Department of the Estonian Union of Co-operative Housing Associations together with representatives of Housing Ukraine and the Ministry for Development of Ukraine. As necessary, representatives of the Estonian Ministry of Justice and the Ministry of Climate, as well as representatives of the Energy Efficiency Fund of Ukraine, the Association of Ukrainian Cities and the Committee on State Power Organization, Local Government, Regional Development and Urban Planning of the Verkhovna Rada of Ukraine will also be involved in the activities of the working group.

As part of the project program, study visits of Ukrainian experts to Estonia will take place, and experiences will be shared at international seminars in Estonia and Ukraine.
