Supporting good governance in the Ukranian healthcare sector through data protection capacity building

The healthcare sector processes large volumes of personal and health data, often in time-critical situations, where decisions need to be made quickly and with insufficient guidance. Healthcare professionals often lack a sector-specific practical understanding of how to apply data protection requirements in their daily work, despite a general awareness of legal obligations. This increases legal uncertainty and leads to inconsistent practices across healthcare institutions.

Furthermore, in healthcare institutions, data protection responsibilities are often spread across multiple roles and tasks are performed in parallel with other work tasks. This limits the internal capacity of institutions to develop consistent and well-considered practices and increases the risk that data protection decisions remain reactive or formal. Cross-sectoral or theoretical training programmes do not provide sufficient support for daily decision-making in such circumstances.

This project responds to these specific needs by providing a training solution with an application focus, targeted at the healthcare sector. The project does not duplicate existing general data protection training, but focuses on specific work situations, decision-making points and risks in the healthcare sector.

By combining tailored e-learning and practical contact training, the project supports the ability of healthcare professionals to make more transparent, legitimate and well-founded decisions when processing personal and health data, and thereby contributes to a more consistent implementation of data protection requirements at the institutional level.
