Skills4Recovery is a multi-donor action project in Ukraine with a total budget of €14 million, to which Estonia will contribute €1 million. Estonia's contribution to the project is to support the digitisation of the Ukrainian vocational education system and the development of digital competences of teachers, taking into account the needs of the post-war reconstruction and the changed labour market. ESTDEV's partner is the NGO Mondo.

Project objectives

The main objective of the project is to support Ukraine on its path to EU membership and strengthen the country's resilience to the effects of Russian aggression. A specific objective is to ensure the availability of a skilled workforce for the recovery of the Ukrainian economy.

Actions and results

The project has five main deliverables, which focus on:

  • Building the capacity of vocational education and training providers

  • Delivering rapid and long-term vocational training courses

  • Creating tools to meet labour market needs

  • Improving policy and strategic approaches to VET

  • Dissemination of effective approaches and concepts
