Ukraine has made great progress in developing a digital state and economy, but the implementation of artificial intelligence (AI) is at an early stage and there is no comprehensive national AI strategy. The Ministry of Digital Transformation has planned the development of an AI strategy as its priority for 2025 (including under the new national innovation strategy WINWIN) and approached Digital Nation with a proposal to join forces, considering our expertise in this field.

Digital Nation has extensive experience in advising governments on the development of digital society and digital government, including specifically in the areas of AI and data management.

Project objectives

The aim of the project is to create a strategic plan for the widespread and smart deployment of AI in Ukraine, thereby supporting post-war reconstruction, economic growth and the next leap in the development of the digital state. Among other things, the strategy would cover the creation of prerequisites for the deployment of AI, including relevant skills, a research base, and infrastructure.

Actions and results

The strategy would be completed in October 2025. The process of its creation is designed to be highly inclusive (including digital tools - website, various workshops, and other formats) and to extensively incorporate the best global knowledge on AI policy and applications:

1. Research and extensive application of international practices and experts will ensure that Ukraine’s AI strategy meets both the country’s specific needs and global trends.

2. Inclusive policymaking will enable stakeholders, including government, the private sector, and civil society, to actively contribute and strengthen the strategy’s feasibility.

3. A digital participatory platform will ensure that the process is transparent and allows all parties to continuously have a say and provide input into policymaking.

4. When creating the action plan, we will link AI activities to the country’s digital transformation strategy, including through strengthening cybersecurity, automating public services, and integrating AI-based data analytics tools.

5. Ensuring international cooperation and funding will ensure that the AI ​​strategy receives the necessary resources and support mechanisms for sustainable implementation.
