The project supports Nigeria’s transition to a secure, inclusive, and interoperable digital state. Under the project, a national data exchange layer based on X-Road principles will be developed, its legal and institutional framework strengthened, and data exchange-enabled digital services piloted through selected use cases. In addition, a learning and competence centre will be established to enhance the capacity of public sector institutions to develop and manage digital services.

The digital skills component will help expand Nigeria’s national 3MTT (Three Million Technical Talent) programme, improve labour market-relevant ICT skills among young people, women, and individuals with fewer opportunities, and strengthen the development of startups and innovation hubs.

Project objectives

The project addresses one of the key bottlenecks in Nigeria’s digital transformation: the country currently lacks a functional, secure, and legally grounded data exchange layer on which to build digital public services.

The project will improve access for Nigerian citizens and businesses to secure, user-friendly, and interconnected digital services. Public sector institutions will gain stronger capacity to exchange data securely and develop digital services. Young people, women, and disadvantaged groups will acquire labour market-relevant digital skills, creating better opportunities for employment and entrepreneurship.

Actions and results

A national data exchange layer, interoperable digital service pilots, and the corresponding legal and institutional framework will be developed. A learning and experience centre will be established, public sector digital capacity will be strengthened, the 3MTT digital skills programme will be expanded, and support will be provided for the development of Nigeria’s startup ecosystem and innovation hubs.
