Implementation of a Cyber Exercise as Part of the Diplomats' Summer School
Project objectives
The exercise aims to strengthen participants’ practical preparedness for addressing cyber threats and engaging in international cyber cooperation. Through a scenario based on real-world and current events, participants practice applying the norms and principles of the international cyber stability framework, promoting responsible state behaviour in cyberspace, and protecting critical infrastructure.
The exercise also addresses cross-border cyber threats, cybercrime, and the strategic security implications of emerging technologies, including artificial intelligence. As participants represent countries from around the world, the exercise helps disseminate knowledge and best practices on a broad scale while strengthening the global network for cybersecurity cooperation.
Actions and results
Each year, approximately 60 government officials from around 50 countries take part in the interactive tabletop exercise, gaining practical experience in responding to cyber crises and engaging in international cooperation. The exercise is delivered through a specially designed or adapted electronic platform that enables interactivity and immediate feedback, while the facilitator actively guides participating teams throughout the exercise.
As a result, participants enhance their cybersecurity awareness and practical skills in applying the international cyber stability framework. The cyber component of the Summer School has also evolved into a recurring annual format.
