Ukraine continues to face persistent and sophisticated cyber threats that affect national security, public institutions, the functioning of critical infrastructure, and the continuity of digital services. Addressing these challenges requires a sustainable and well-trained pipeline of cybersecurity professionals with strong practical and operational skills. 

The project builds on the successful ESTDEV-funded pilot project “Pilot Program for Enhancing Cybersecurity Skills Gaps in Ukraine,” within which the "SOC Analytics Fundamentals" course was developed. The pilot project demonstrated a clear need and demand for practice-oriented SOC education and confirmed that standardized, industry-aligned training significantly improves students’ readiness to enter the labor market.

Project objectives

The project aims to strengthen Ukraine's national cybersecurity capabilities by improving higher education curricula and creating a sustainable and scalable SOC analyst (cybersecurity specialist) training program, which includes implementing the "SOC Analytics Fundamentals" course in new universities and launching the advanced SOC analyst course "Incident Handling and Threat Intelligence" in universities participating in the 2025 project.

Actions and results

This project strengthens Ukraine’s national cybersecurity capacity by: 

1. Expanding the implementation of the "SOC Analytics Fundamentals" course to three new Ukrainian universities (Lutsk National Technical University, Lviv State University of Life Safety, and Cherkasy State Technological University). 30 students will be involved from each university, for a total of 90 students. 

2. Developing and delivering an advanced course, "Incident Handling and Threat Intelligence,” at existing partner universities (Zhytomyr Polytechnic State University, Khmelnytskyi National University, and Kyiv National University of Construction and Architecture). 30 students will be involved from each university, for a total of 90 students. 

The project integrates curriculum development, lecturer capacity building, and hands-on student training through laboratories, bootcamps, and a multi-stage Capture the Flag (CTF) competition, culminating in “University Cyber League: Final Flame 2026.” In total, the program will involve six universities and 180 students.
