This is a follow-up project to the project "Development of regional leadership and leadership of the Ukrainian police in the State Police Headquarters and Patrol Police Units of Kirovohrad, Chernihiv and Zhytomyr regions using the experience of the Eastern, Western and Southern Prefectures of the Estonian Police and Border Guard Board", successfully implemented in 2023-2025. The previous successful project showed that by learning from the leadership and reform experience of the Estonian police, the project participants were able to gain practical knowledge to change processes and attitudes. This influenced the development of the Ukrainian police towards the principles of democracy and the rule of law. The follow-up project has great potential to help Ukrainian law enforcement structures replace Soviet-era working methods with European values.

Project objectives

The project aims to enhance the leadership and management capacity of the Ukrainian State Police, oblast National Police Headquarters, and Patrol Police units. Throughout the project, the Estonian Police and Border Guard Board (EPBGB) will share its EU Member State's best practices with the Ukrainian police's middle and senior management officials.

Actions and results

During the project, EPBGB will train 84 top and middle level Ukrainian police leaders. Participants will be provided with training materials in Ukrainian, samples of EPBGB #2030 strategy books, and other learning tools that visualize core values and strategic objectives in the workplace. EPBGB will assemble an experienced training team to conduct the trainings. This team has organized and conducted similar trainings in EPBGB and has extensive experience in this field.
