Chapter 18 of the EU acquis requires candidate countries to establish a robust statistical infrastructure. This includes adherence to EU principles, namely professional independence, impartiality, reliability, confidentiality, and transparent dissemination. To support Ukraine in the field of statistics, the European Commission decided in 2024 to fund the “EU4Statistics” program.

Project objectives

The project aims to strengthen the institutional and technical capacity of the State Statistics Service of Ukraine (SSSU) to compile, process, and disseminate high-quality statistics that meet European Union standards, in accordance with the European Statistics Code of Practice and Chapter 18 of the EU acquis. The project supports the development of a reliable statistical system that enables informed policy decisions, increases transparency in the public sector, and supports Ukraine’s European integration and post-war recovery.

Actions and results

Institution building: support to streamline the organisation of SSSU, its regional offices and its procedures
The level of co-ordination of the SSSU on the NSS is improved and cooperation with data providers in Ukraine is enhanced by reviewing the potential data sources and their use for official statistics
The statistical legislation is revised to comply with the effective EU legislation
