The Ukrainian government has set a strategic goal of joining the European Union and has initiated a number of reforms in higher education and research policy within this framework. The so-called “Law on Reforms” has been adopted, which gives the government special powers to implement changes for two years.

The most important initiatives include:

  • Preparation of a draft of new regulations on academic staff;
  • A pilot project for the transformation of three universities, where, for example, university councils will also be composed of external members.

There is growing interest among other higher education institutions to join the reforms. The current project focuses primarily on policies concerning academic staff – an area where Ukrainian colleagues have most expressed the need for consultation and international experience.

Project objectives

The overall objective of the project is to support the reform of the Ukrainian higher education system by providing advice and support to the Ministry of Education and Research of Ukraine (MESU) and supporting the implementation of reforms through training and cooperation. The focus is on the professional development and exchange of experience among policymakers and university representatives.

Actions and results

Main activities:

  • Expert advice and consultations;
  • Training programs for policymakers and university representatives; 
  • Study visits to Estonia and meetings with relevant Estonian institutions.
