The results of eGA’s previous experiences and the projects implemented in Zhytomyr clearly show the need to strengthen the technical, administrative and service design capacities of municipalities in developing digital services. Due to the decentralized nature of Ukrainian local administration, the central government lacks the authority to standardize or implement local government services, which has led to a fragmented and uneven service landscape. Even within the same oblast, municipalities develop and provide services independently, despite their similarities. This lack of coordination and digitalization has led to inefficiency and accessibility problems, especially for vulnerable target groups.

Project objectives

The objective is to improve access and effectiveness of digital municipal services for vulnerable groups.

Actions and results

Key outputs: 

  • Digitalisation of five additional municipal services 
  • Integration of municipal service delivery platform with Vulyk to enable access for Administrative Service Centres 
  • Expansion of the platform within up to ten municipalities 
  • Strengthening capacities of local teams responsible for platform administration 
  • Raising awareness of digital municipal services among target groups

As a result, service delivery efficiency will increase, administrative burdens will decrease, scalable solutions will be enabled, awareness will grow, and institutional capacities for digital service provision will be strengthened.
