The Moldovan crisis management system faces significant development needs in the implementation of the new Law on Crisis Management. The law establishes mandatory requirements for training of officials and managers involved in crisis management, regular exercises, and the development of common competencies and competency frameworks. Meeting these requirements requires both substantive and institutional readiness, which is not fully supported by the current education and training system.

The Ministry of Internal Affairs of Moldova plays a central role in implementing crisis management reforms, but the Ministry’s 13 subordinate agencies currently lack a common understanding of the competencies required in the field of crisis management. Also, the existing curricula neither at the Ștefan cel Mare Academy nor in the training centers of subordinate agencies do not support the level of competencies required for the implementation of the law. These shortcomings have been highlighted both in the Ministry of Internal Affairs’ internal analyses and in the assessments and recommendations of international partners. The Ștefan cel Mare Academy has clear potential to become the Ministry of the Interior's crisis management training center, but to fulfill this role, it is necessary to strengthen both the educational organization, methodological framework, and technological capabilities.

Project objectives

The overall objective of the project is to promote modern and digital-based education in the field of internal security, supporting the educational reform of the Ștefan cel Mare Academy and strengthening the role of the Academy as a modern, innovative and practical learning environment. The project focuses on the implementation of modern teaching methodologies, including digital pedagogy and simulation-based learning, which allow moving from knowledge-based teaching to the development of practical skills, critical thinking and decision-making.

Actions and results

The project will develop and pilot simulation-based crisis management training solutions that support the development of practical skills and decision-making. The project will strengthen the role of the Academy and improve Moldova's preparedness for crisis prevention and resolution, supporting the country's resilience and EU-oriented reforms more broadly.
