In the second half of 2025, Armenia adopted a new export strategy, which plays a central role in diversifying the economy and increasing exports. The strategy clearly confirms that the current economic model is not sustainable and the country needs targeted and systematic support in developing its export capacity. One of the biggest challenges for Armenia is the extremely low number of exporting companies.

According to the national strategy, there are only 272 exporting companies operating in Armenia, which is a very small indicator both in absolute numbers and in international comparison (for comparison, there were over 14,000 exporting companies in Estonia in 2024). This indicates not only a lack of companies in foreign markets, but also limited export experience, skills and networks in the entire economy.

Project objectives

The project is implemented in Armenia with the objective of accelerating economic diversification and export growth by supporting larger manufacturing and service companies in entering new markets and expanding exports in existing ones.

Actions and results

Visionest Institute, in cooperation with the Ministry of Economy of Armenia and Estonian partners, delivers a practical export planning training and mentoring programme. Within the programme, companies develop their export business plans using digital and AI-based tools and international mentoring.

As a result of the project, actionable export plans are produced, management decision-making capacity is strengthened, and cooperation between Armenian companies and Estonian business support organisations is expanded.
