Information session: framework procurement for cybersecurity and e-governance

The Estonian Centre for International Development (ESTDEV) has published an international public procurement for the implementation of e-governance and cybersecurity projects over the next four years.

At the end of this public procurement process, framework agreements will be signed with partners for the provision of goods and services related to cybersecurity and e-governance. It enables ESTDEV to implement various e-governance and cybersecurity projects over the next four years. As a concrete example, a cybersecurity project funded by Sida in Ukraine will be implemented until the end of 2027.

The procurement is now publicly available via the Estonian Public Procurement Register (including all necessary documents, evaluation criteria, etc.) and can be found HERE.

The information session for interested partners takes place on Tuesday, Nov 10 at 3 PM (Estonian time) via Teams. The link to participate is here.

The procurement consists of four parts, and the total estimated cost is up to €53 million over the course of four years. The framework contracts will also be divided into four parts; bidders may submit tenders for one, two, three or all four, if desired:

  • Part 1:  Software analysis and ICT consultancy (estimated cost up to €3 million)
  • Part 2: Software development and prototyping (estimated cost up to €15 million)
  • Part 3:  ICT and cyber security infrastructure components, installation and configuration (estimated cost up to €30 million)
  • Part 4: Laptops (estimated cost up to €5 million)

The deadline for submitting the tenders is December 10, 2026 12 PM (Estonian time).

A framework agreement will be signed with up to 10 successful bidders in each part of the procurement. Under the framework agreement, mini-competitions will be organised for the implementation of specific projects, which may have additional and more specific conditions. Bidders should take into account the need to involve local partners from the target countries during project implementation.
