Capacity Building on Data Value Creation and Value Capture in Tanzania
The Estonian Centre for International Development (ESTDEV), in collaboration with GIZ under the Data Governance in Africa Initiative, is looking for qualified service providers to submit a proposal for Capacity Building on Data Value Creation and Value Capture (Tanzania).
This Request for Quotation (RFQ) seeks a research-driven and practice-oriented partner to conduct analytical research on data empowerment and bargaining power in the context of data cooperatives in Tanzania, and to develop tailored training materials for women cooperative members in the Kilombero Valley.
The assignment forms part of a broader capacity-building effort aimed at ensuring that women’s participation in data-driven systems translates into meaningful empowerment and equitable value capture. By combining analytical research with practical, context-adapted training tools, the selected provider will contribute to strengthening inclusive data economy models within Tanzania’s cooperative sector.
We are looking for a provider with strong expertise in data governance and inclusive innovation, proven research experience, and demonstrated understanding of Tanzania’s cooperative and policy context.
The maximum available budget for this assignment is EUR 5,000 (excluding VAT). The implementation period is late February to 16 March 2026.
