Call for Experts (2 positions): GovStack Implementation in Bosnia and Herzegovina

GovStack is seeking two experts to co-moderate 3 workshops at two-day conference in Sarajevo on February 13-14, 2025.

The conference is aimed at fostering discussions and workshops on key aspects of Bosnia's digital transformation. The event will feature presentations from government officials, as well as interactive workshops focused on the practical application of GovStack's approach.

The selected experts will co-lead the following workshops (find the preliminary agenda of the conference below):

1. Workshop 2: Service Delivery

   Focus: Designing user-centred eServices and accelerating eService delivery using GovStack's building block architecture.

2. Workshop 3: Data Governance

   Focus: Enhancing data governance frameworks for digital transformation, including data interoperability, registries, and digital archiving

3. Workshop 4: Trust Services

   Focus: Implementing secure digital identification services, exploring digital wallet architectures, and ensuring compliance with cybersecurity and trust services regulations.

Role of Experts
The selected experts will co-lead the workshops alongside local Digi-Bih and other local experts, helping to shape the content and structure based on their experience and knowledge of the GovStack approach. Each expert will be responsible for delivering a presentation and facilitating discussions, with a focus on providing actionable recommendations for Bosnia's digital transformation journey.
We seek experts with extensive experience in the following areas:

• Digital Governance & Interoperability: Expertise in data governance, digital service architecture, and interoperability standards.
• eService Delivery: Experience in designing and implementing user-centred eService platforms.
• Digital Identity & Trust Services: Knowledge of digital identity systems, trust services, and digital wallet architectures, with a focus on security and compliance.
• Balkans Region Experience: Experience in implementing digital transformation solutions in the Balkans region is preferred.

Expert Profiles
The candidates should have:

• Proven experience and familiarity with GovStack principles and relevant Building Blocks.
• Proven experience in the relevant domain (e.g., digital governance, eService delivery, data governance, or digital identity).
• Proven experience in leading national-level digital transformation projects.
• Strong technical expertise in the areas of digital infrastructure, cybersecurity, or public sector service delivery.
• Familiarity with EU digital governance frameworks and standards.
• Excellent presentation and stakeholder engagement skills, with the ability to communicate complex technical concepts to diverse audiences.
