Ukraine and Estonia partner on large-scale upgrade to open data portal
The Ministry of Digital Transformation of Ukraine has begun updating its national open data portal. The upgrade is funded by the Estonian Centre for International Development (ESTDEV) and will be carried out by the Estonian software company SRINI.
Open data is the foundation of a transparent state. Over the past 10 years, the open data sector in Ukraine has developed significantly, and the country consistently ranks among the top five in Europe in terms of open data development, according to the European Open Data Maturity Assessment. More than 40,000 datasets have been published on Ukraine’s open data portal.
To ensure the portal works smoothly, Ukraine’s Ministry of Digital Transformation will work together with Estonia to overhaul the current system. The portal’s technical infrastructure will be upgraded to ensure stability and security as users and data volumes grow, while also providing fast, convenient access to data. The system’s cybersecurity and resilience will also be strengthened, which is critical to protecting national data during wartime.
“At the Ministry, we maintain the position that the state must be a reliable partner for the tech sector; that is why we are scaling data infrastructure to drive business development, economic growth, and transparency for every citizen. I am grateful to the Estonian Centre for International Development for their continuous support and cooperation in making this strategic project possible,” said Oleksandr Bornyakov, Acting Minister of Digital Transformation of Ukraine.
In addition to making state services more transparent, using open data to develop these services saves time and money. In Ukraine, 120 services have already been created based on open data, used by 13.9 million people every month.
E-services and cybersecurity projects clearly demonstrate how Estonian public and private sector experience becomes a trustworthy export product. Projects of this scale support Ukraine’s resilience and allow us to apply Estonian knowledge and solutions in complex reform contexts while simultaneously growing Estonian companies' and experts' international competitiveness.

The development of the open data portal is not only a technical upgrade but also creates opportunities for private sector innovation and better public services. This project helps ensure that Ukraine’s open data remains accessible and usable even under challenging conditions,” said Arturas Matšenas, ESTDEV’s e-governance project manager.
According to Mattias Mölder, partner at the Estonian software company SRINI, the open data project is an excellent opportunity for the company to do something new and exciting. “Our mission is to improve people’s lives, and this project aligns with that mission in the most direct sense. We are pleased to contribute to the development of the Ukrainian state and to collaborate with innovative partners. Our cooperation so far has been very positive, and the ingenuity and diligence of Ukrainians are an inspiration to us,” said Mölder.
All upgrades are planned to be completed by June 2027. Modern and well-functioning national open data system helps ensure the state’s credibility, reduce the distance between the government and its citizens, and take the use of open data in Ukraine to a new level.
Ukraine continues to be Estonia’s most important development cooperation partner country. In 2026, 72% of ESTDEV’s total budget is dedicated to supporting Ukraine. E-governance and cybersecurity projects make up more than half of all ESTDEV’s projects in Ukraine.
What is open data?
The publication of open data promotes the transparent functioning of local governments and the state as a whole. Open data is for everyone to use, reuse and share, and it can be used to launch commercial and non-profit ventures, conduct research and make data-driven decisions. Estonia’s national open data can be accessed through the Estonian Open Data Portal.
Public sector institutions are the primary sources of open data, though companies, research institutions and other organisations that collect and generate data of public interest may also contribute.
