GovStack to explore the options for establishing a legal entity in Estonia, with the help of Proud Engineers

Estonian Centre for International Development - ESTDEV and GovStack have partnered with Estonian IT consultancy firm Proud Engineers to set up GovStack’s legal entity in Estonia.

The broader objective of the consultancy contract is to support the founding members of GovStack on strategic, organisational, legal and financial issues related to establishing the GovStack initiative as a legal entity in Estonia.

The GovStack Legal Entity is envisioned to be an independent entity supporting the creation of sustainable and efficient digital government infrastructure globally. GovStack currently is a multi-stakeholder program driven by the resources of all the participating organisations. Going forward, the aim is to explore the mechanisms for establishing a stand-alone entity to manage and operate its activities.

“GovStack initiative is about to enter its next phase of development. We must move faster, scale sustainably and put forward our unique value proposition. This can only be achieved with a clear organisational and governance model, product lines, and community development tools to demonstrate our worth, market ourselves and capitalise on financial and technical opportunities,” said Marika Popp, GovStack Lead for Estonia.

Thanks to the rising prominence of digital public infrastructure (DPI) throughout the last years, demand for DPI investment and implementation is constantly growing, and the amount of financing available is increasing.

Estonia, known for its advanced digital society and e-governance solutions, presents a strategic location for establishing the entity. “As one of the founding members, Estonia has contributed to developing the GovStack brand and its global recognition as a trusted partner, including in the context of democratic digital society development,” Popp added.

GovStack is a multi-stakeholder initiative founded in 2020 by the German Federal Ministry for Economic Cooperation and Development represented by the Gesellschaft für Internationale Zusammenarbeit (GIZ), the Ministry of Foreign Affairs of Estonia and ESTDEV, the International Telecommunication Union (ITU), and the Digital Impact Alliance (DIAL).

The Estonian Centre for International Development (ESTDEV) is the Estonian implementation partner for the GovStack initiative. ESTDEV helps GovStack develop its solutions and promotes partnerships and community involvement.
