Tender: The development of roadmaps for the implementation of citizen-centred e-services in Djibouti and Somalia

The development of roadmaps for the implementation of citizen-centred e-services in Djibouti and Somalia. “Horn of Africa Initiative” D4D project component (9VS1-DE-AFR-DIGI22),  co-financed by GIZ and the European Commission.

The procurement aim is the creation of roadmaps to support the introduction of citizen-centred e-services in Djibouti and Somalia. Individualised roadmaps will be prepared for each country, and will serve as a basis for further e-service development in these countries.

Roadmaps support, among other things, the following aspects of e-governance: the provision of citizen-oriented services, the implementation of the “once-only” principle (including ensuring the secure interoperability of databases), the introduction of a nationwide citizen portal (a “one-stop shop”), the organisation of a paperless administration, and accessibility to public sector e-services.

Roadmaps are created in active cooperation with the target country, taking into account the country’s general level of digitization, the existing digital readiness reports and strategies of the countries (presented to the applicant upon request), the services already existing in the countries, and the capabilities and ambitions of the target countries.

The prioritisation of roadmap projects is based on their feasibility (technical and political), strategic importance and impact, and the specifications of the target country. From there, an analysis is carried out on the interdependence of other priority projects. This analysis is based on an expert assessment of the successful tender and whether it is in line with the implementation methods and possibilities of e-services in other projects.
