The in-service training programme will develop and enhance the knowledge of the colleagues from the Ukrainian Statistics Service on the basic principles, objectives and functioning of the EU and the competences of the EU institutions. It will also introduce, through the Estonian experience, the possibilities for a candidate country to pursue its own interests in the accession negotiations, what is expected of a candidate country in the integration process and the harmonisation in accordance with Chapter 18 of the EU acquis, which defines the harmonisation of statistics with EU standards and rules in the pre-accession period.  

The first meetings of the Statistics Service took place with the EU Commission in autumn 2024. Based on that input, the project implementation is planned to include virtual lectures for the officials of the Statistics Service in early 2025 with the content as described in the previous paragraph, which will be complemented by a transition of the methodology for the cooperation with EUROSTAT, following the recommendations of the EU Commission. In the framework of the training sessions, Estonian experts will pass on know-how in their respective fields on the appropriate methodology, metadata and technological solutions to be used in order to ensure smooth cooperation with EUROSTAT as a future Member State.   

The activities of the programme will be carried out according to the needs of the Ukrainian Statistics Service and will be coordinated with the programmes of EUDEL, other Member States and EUROSTAT.

Project objectives

The aim of the project is to prepare and implement a training programme for officials of the State Statistics Service of Ukraine responsible for European integration.

Actions and results

Results:

  • Officials from the Statistical Office of Ukraine have participated in a 2-day virtual training on EU expectations for the statistical office of a candidate country, using the example of the statistical office of an EU Member State, and presenting the methodological strengths of the EE in the field.
  • Officials from the Statistical Office of Ukraine have taken part in a 3-day study visit to Estonia in 2025, during which they gained an overview of how Estonian statistical experts submit data to Eurostat, relevant requirements, transition needs and possible solutions.
  • Virtual meetings of sectoral experts from Estonian and Ukrainian statistical offices have taken place in 2025, and recommendations for sectoral developments have been prepared on the topics agreed at the beginning of the project.
  • Officials from the Statistical Office of Ukraine have taken part in a 3-day study visit to Estonia in 2026, during which they gained an overview of how Estonian statistical experts submit data to Eurostat, relevant requirements, transition needs and possible solutions.
  • Virtual meetings of sectoral experts from Estonian and Ukrainian statistical offices have taken place in 2026, and recommendations for sectoral developments have been prepared on the topics agreed at the beginning of the project.
