Moldova, like most countries, faces growing cyber threats affecting various sectors of the country, including energy, transport and public administration. For example, in November 2023, cyber attacks were targeted at the Central Election Commission of Moldova, with high-level politicians, including the Minister of Justice and the Presidential Advisor, also falling victim to hacking and leaking attacks.

The NIS2 Directive Core Tabletop Exercise, organized within the framework of the project, supports the Moldovan government’s efforts to align with EU standards and help the public and private sectors better understand and implement the new compliance requirements.

Project objectives

The aim of the project is to improve Moldova's level of cyber security, focusing primarily on the country's readiness to adopt and implement European Union regulations as a result of the candidate status granted to Moldova in June 2022.

Actions and results

The focus of the project is the NIS2 (EU Network and Information Security Directive 2) directive and its implementation - first of all, the identification of challenges, shortcomings and key points in the preparation of the draft law.

During the project, a scenario-based table-top exercise will be conducted for various Moldovan NIS2 subjects and key stakeholders in collaboration to enable the identification of challenges, shortcomings and critical nuances, as well as providing the ability to demonstrate compliance.

The project is divided into three major parts:

(1) Analytical and preparatory phase, the aim of which is to create a tabletop exercise and implement it on the platform;

(2) Practical phase, during which a tabletop exercise will be conducted for various critical NIS2 target groups in both the public and private sectors of Moldova, in order to collect and analyze inputs and identify key areas for improvement and develop cooperation.

(3) Final phase, during which a report will be prepared based on the existing and collected information, providing inputs and recommendations for the implementation of improvement activities. A scenario will also be prepared, which can be used sustainably in the future.
