The activities of the prison system in Ukraine are the focus of attention of various international organisations. In the context of the forthcoming EU integration, human rights and rule of law issues are under strong scrutiny, similar to the period of preparation for Estonia's EU accession. In view of our successful reforms so far, the potential for cooperation in the field of prisons, including probation, is high, multifaceted contacts have been established between the institutions and synergies with the activities necessary for EU integration in Ukraine are possible. The aim is to take the initiative to contribute to the development of Ukrainian penal policy, building on our experience and as a result of practical cooperation projects. Through Estonia's experience and the introduction of best practice, we can support Ukraine in modernising its prison system and in transposing and implementing EU principles and standards.

Project objectives

The training project for officials of the Ukrainian Prison Service aims to take the initiative to contribute to the development of Ukrainian penal policy, building on our experience and as a result of practical cooperation projects. Through Estonia's experience and the introduction of best practice, we can support Ukraine in modernising its prison system and in transposing and implementing EU principles and standards.

Actions and results

  • As part of the project, a 10-day training programme for officials of the Ukrainian Prison Service will be carried out, which will provide participants with basic knowledge and skills to organize prison work from the NE recommendations.
  • The project will also include a 1-day training course (8 hours) where participants will gain hands-on experience and knowledge of the modern model through a simulation model. 
  • Peer-to-peer study visits, joint training seminars and online consultations are organized to put theoretical skills into practice.
